An integral part of the PPBE cycle is creating allocations of resources based planning decisions and the corresponding guidance. The Columbia Group (TCG) is proficient in providing support in the generation of Program Objectives Memorandums (POMs), Program Reviews (PRs) and the corresponding documentation establishing justification based on current and projected requirements.

TCG assists in updating appropriations in current year, mid-year, phasing plan, PR and POM years for several Naval Sea Systems Command (NAVSEA) organizations. Changes in out year requirements are tracked and updated accordingly to provide a permanent audit trail.

TCG also advises business planning personnel on how to best align NAVSEA corporate strategy with higher-level strategies including yearly Chief of Naval Operations Guidance, Office of Secretary of Defense Planning Guidance and Priorities, the Quadrennial Defense Review, and the President's Management Agenda
