Jeffrey C. Beckner, Director of Contracts
Jeffrey Beckner has oversight over the administration of all of The Columbia Group's (TCG) contracts. Mr. Beckner is also a member of the Senior Management team that formulates strategy and creates the policies and procedures of the corporation. He also participates and contributes to all business development activities.
Mr. Beckner has administered contracts with numerous Department of Defense (DoD) commands, including: Naval Sea Systems Command (NAVSEA); Naval Surface Warfare Centers (NSWCs); Naval Air Systems Command (NAVAIR); Naval Facilities Engineering Command (NAVFAC); Office of Naval Research (ONR); Space and Naval Warfare Command (SPAWAR); Marine Corps Systems Command (MCSC), U.S. Marine Corps Headquarters (HQMC), USMC Training and Education Command (TECOM); and the Special Operations Command (SOCOM). Additionally, he dealt with the Department of Homeland Security (DHS), mostly the U.S. Coast Guard (USCG), State Department, National Science Foundation, General Services Administration (GSA), and the District of Columbia Government.
As Director of Contracts, Mr. Beckner has oversight of all contract and subcontract negotiation and administration, contract compliance, contract obligations and expenditures, corporate financial analysis and reporting, and project control. He also negotiates all teaming agreements, non-disclosure agreements, proprietary information agreements, etc. Mr. Beckner assists and contributes to market analysis, strategic business planning and development, including identification, qualification and capture management. He is involved in all proposal efforts to provide a seamless transition into the contract award phase while facilitating and contributing to teaming interactions and makeup, coordination of technical, business development, and finance.
Prior to this position, he was TCG's contract administrator. Mr. Beckner's duties consisted of monitoring financial obligations versus expenditures, ensuring deliverable compliance, facilitating contract negotiation, preparing and maintaining spend plans, contract files and/or databases.
Mr. Beckner supported the financial and contractual aspects of the manufacture and export of a $2M+ Swimmer Delivery Vehicle (SDV-X) to the Arab Republic of Egypt, including milestone and test reporting, material purchases (some foreign), project financing and payment. This support required Mr. Beckner to work directly with the Defense Security Cooperation Agency (DSCA) and the U.S. State Department.
Initially, Mr. Beckner was hired by Dr. Norman Witbeck to complete various tasks in the TCG accounting department including invoicing, accounts payable, payroll, and general accounting positions.
